由于目前本人和家人（父母妻女），以及相关衍生受害人，仍然处于实质性受害期间且正在寻求司法帮助，同时国际和国内近年来存在大量伦理法律性制度颁布，如欧美英联合签署的《人工智能、人权、民主与法治框架公约》，欧盟的《人工智能法案》，中国颁布的《人工智能全球治理倡议》（含军事），以及中美欧等国家神经技术伦理规范和相关学术研究伦理要求，本人声明目前不接受任何基于本人及家人神经技术受害他人学术研究，除非书面认可本人及家人受害者地位同时当面征得本人签字授权。

As I, my family (parents, wife and daughter), and related derivative victims are still in the period of substantial victimization and are seeking judicial assistance, and at the same time, a large number of ethical and legal systems have been promulgated both internationally and domestically in recent years, such as the “Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law” jointly signed by Europe, the United States and the United Kingdom, the “Artificial Intelligence Act” of the European Union, the “Global Governance Initiative on Artificial Intelligence” (including military) promulgated by China, the United States, Europe and other countries’ neurotechnology ethics norms and related academic research ethics requirements, I hereby declare that I will not accept any academic research based on the victimization of others by neurotechnology on myself and my family, unless the victim status of myself and my family is acknowledged in writing and my signature authorization is obtained in person.
