在整个神经技术公共安全事件中，神经技术广播与受害者被动语言传播和主被动文字曝光，导致了社会对于政府、神经技术、受害者之间的关系十分迷惑，甚至在政府直接帮助缺失时，斥责政府，规劝受害者依靠神经技术广播者，神经技术广播者是人性至善。就此本人使用了系统动力学图描述了政府、神经技术、受害者在社会民主情绪下的关系图，同时该关系图还加入了经济和外交政策损失，这两个影响政府和社会民主情绪最大的因素。
在这个关系图的分析中，我们得出了必须要保证受害者和神经技术在公开情况下的显形对立，同时在政府无法直接公开对失控神经技术事件进行宣传时，需要依仗受害者被动合法宣传，同时给予必要的支持而不是压制。

In the entire public safety incident involving neural technology, the broadcasting of neural technology and the passive communication of victims, along with both active and passive textual exposure, have led to significant confusion in society regarding the relationships among the government, neural technology, and the victims. Even in cases where direct government assistance is lacking, there is blame directed at the government, encouraging victims to rely on the broadcasters of neural technology, who are seen as embodying the best of humanity. Therefore, I utilized a system dynamics diagram to illustrate the relationships among the government, neural technology, and victims under the sentiment of social democracy, while also incorporating the losses from economic and foreign policy, which are two factors that significantly impact the government and social democratic sentiment. In analyzing this diagram, we concluded that it is essential to ensure a clear public opposition between victims and neural technology. Additionally, when the government cannot publicly promote its response to uncontrolled incidents involving neural technology, it is necessary to rely on the victims for legitimate passive promotion, while providing necessary support instead of suppression.
