摘要，本文以提纲形式对于因为近期的相关政治外交环境的变化，针对肇事神经技术世界民主法制应对有矛无盾，而且借助互联网突破国界。各国在国际协同警务的同时，更应着眼于应对既存的肇事技术引起的安全案件，同时尽快从民主法制角度分步骤根本解决该问题。同时，针对本人之前提出的神经技术社会应用没有有效治理方案以及国际普遍担心的独裁统治问题，本人提出了对于此种姑息治理办法的几个需要注意的原则，同时在国内彻底控制雷达脑机接口后，再进一步重新对于神经数据的捕获储存使用进行进一步法制化控制研究。

Abstract: This paper provides an outline for the recent changes in the relevant political and diplomatic environment, the response to the world’s democracy and legal system of neurotechnology, and the use of the Internet to break through national borders. While coordinating policing internationally, all countries should focus on dealing with security cases caused by existing accident technology, and at the same time solve the problem step by step from the perspective of democracy and legal system as soon as possible. At the same time, in view of the lack of effective governance plan for the social application of neurotechnology and the international concern about dictatorship, I put forward several principles that need attention to this kind of palliative governance method.
