I can see from the recent US security strategy released by the United States that the actual security principles of the United States are completely consistent with China’s, and they are all concerned about economic development under security. The governance and development of neurotechnology artificial intelligence is essentially a practical research completely under this security consensus. Moreover, from the perspective of the current relevant economic ties, although the U.S. government still emphasizes the terminology of the first island chain, the substantive economic ties between China and the United States and Taiwan’s comprehensive economic needs in this Strategy will not cause excessive security concerns in the Asia-Pacific region unless irrational political decisions occur. Moreover, from the perspective of the United States’ consideration for Asian security, the prominent position of culture will lead to a more urgent need for collaborative research between China and the United States for the development of neurotechnology governance.

The solar dimension will bring a whole new perspective. The day of research to protect the brain to protect the core interests of oneself and one’s family has arrived.

我从美国最近发布的美国安全战略上看出，美国的实际安全原则与中国完全一致，均是关注于安全下的经济发展。神经技术人工智能的治理与发展实质上就是完全在这种安全共识下的一种实践性研究。而且从目前相关的经济纽带上看，虽然美国政府还是强调了第一岛链的用词，但是文中显示的实质的中美间经济联系和台湾的综合经济需求，除非出现非理性政治决策，否则亚太地区不会产生过度的安全顾虑。而且从美国对于亚洲安全的考虑看，文化的突出位置将导致对于神经技术治理发展的更加迫切的中美间协同研究需求。
