本人的神经技术治理研究和应用主张

作为世界上两个最大的经济体，人工智能发展最快的两个军事主权国家，基于中美关系的神经技术人工智能治理理应是全球神经技术人工智能治理的核心，如果中美在此态度上不能达成一致将产生神经技术治理的全球分割独立发展格局。

神经技术治理实质上作为一个控制精神世界科技伦理治理，将由此产生有神论与无神论的共识，不同意识形态的共识，自由与绝对不自由在不同制度下的公共管理共识，家庭关系与社会关系协作的公共管理共识，最终形成由文化共识产生的外交合作关系和经贸合作关系。

因此，本人的神经技术治理研究和应用主张是以中美关系为核心，无神论与西方神学包容为开始，共产主义民主制度与资本主义民主制度为共识，以稳定家庭关系为社会协作关注焦点，最终形成文化共识的外交合作关系和经贸合作关系的世界和平治理发展方案。

My research and application ideas on neurotechnology governance

As the world’s two largest economies and the two military sovereign countries with the fastest development of artificial intelligence, neurotechnology artificial intelligence governance based on China-US relations should be the core of global neurotechnology artificial intelligence governance.

Neurotechnology governance is essentially a scientific and technological ethical governance that controls the spiritual world, which will give rise to the consensus of theism and atheism, the consensus of different ideologies, the consensus of public management of freedom and absolute non-freedom under different systems, the consensus of public management of family relations and social relations, and finally the diplomatic cooperation and economic and trade cooperation produced by cultural consensus.

Therefore, my research and application of neurotechnology governance is based on China-US relations as the core, atheism and Western theological tolerance as the starting point, communist democracy and capitalist democracy as the consensus, stable family relations as the focus of social cooperation, and finally a cultural consensus on diplomatic cooperation and economic and trade cooperation in the world peace governance development plan.
