关于我的经济民主促进政治民主理论在上海两会中体现的体会

在上海两会前一个月，中美股市相应在新能源和人工智能方面都出现了积极的相应，本人继续跟踪随后的上海两会，并且发现与会民主代表和媒体报道也给予绿色能源和人工智能发展与立法相应的重点热情关注，符合本人经济民主引领政治民主的理论。
围绕国家十五五规划和习近平总书记的上海科创批示，市委书记陈吉宁在闭幕式上明确提出，上海将以科技创新为引领，以改革开放为动力，以国家重大战略为牵引，以城市治理现代化为保障，齐心协力推动加快建成具有世界影响力的社会主义现代化国际大都市。进一步强调营造市场化、法制化、国际化的营商环境；全方位推进首创创新、引领性改革、突破性创新。从而确定了下一个五年上海继续以经济建设为中心，围绕创新进取，开放包容，法制规范的国家先锋的国际化大都市各项工作的战略定位，同时继续坚持以人民为中心，普惠人民的城市执政理念。

两会之前，市人大集中视察，聚焦人工智能创新与知识产权司法保护。

司法审议明显关注于和强调人工智能和知识产权保护问题。代表审议人大常委会立法工作：紧扣经济发展命题基础上实现公平和民主福祉与自然和谐共生，围绕城市核心竞争力立法，密切关注对人工智能、生物医药、绿色低碳等前沿领域立法，和未来产业与先导产业发展中面临的瓶颈问题立法工作。两会期间代表审议上海“两院”报告：将科创和知识产权视为全市司法重点，密切关注从严打击涉新兴产业、先导产业、未来产业关键核心技术犯罪的情况。
两会期间文化科技互融报道，将英伟达创始人兼CEO黄仁勋钻进上海菜市场一事和台盟副部长讲话共同报道，贴心展现新时代海派开放包容的现代文化精神与科技开放发展的密切互融。同时，上海及国内其他媒体也密切将脑机接口产业和人工智能+概念进行了密集报道。其中明确上海脑机接口已经进入世界第一梯队，并且努力利用该无代差技术获取经济科创发展主动权。

Focusing on the National 15th Five-Year Plan and General Secretary Xi Jinping’s instructions on Shanghai Science and Technology Innovation, Chen Jining, Secretary of the Municipal Party Committee, clearly stated at the closing ceremony that Shanghai will be guided by scientific and technological innovation, driven by reform and opening up, driven by major national strategies, and guaranteed by the modernization of urban governance, and make concerted efforts to accelerate the construction of a modern socialist international metropolis with world influence. further emphasis is placed on creating a market-oriented, legal, and international business environment; Promote pioneering innovation, leading reform, and breakthrough innovation in an all-round way. During the meeting, the national and Shanghai media intensively reported on the democratic opinions of brain-computer interface, and the core of the Shanghai Citizens’ Main Conference paid attention to the city’s core economic development, science and technology innovation city, artificial intelligence, and biotechnology, and strived to face difficulties with the role of the national economic leading reform pioneer, benefit the people, and serve as the country’s heavy weapon.
At the same time, I will continue to put forward relevant democratic suggestions and market-oriented preparatory consulting companies based on the democratic concept of people’s city and people’s construction, so as to benefit the research and application of global governance with the people of Shanghai as the core and involving the national comprehensive strategy.
Last year, the people’s congresses of three provinces and one city in the Yangtze River Delta voted to pass the first legal decision on the coordinated development of scientific and technological innovation, marking that the coordinated development of scientific and technological innovation in the Yangtze River Delta has entered a new stage of rule of law.
Before the two sessions, the Municipal People’s Congress focused on inspections, focusing on artificial intelligence innovation and judicial protection of intellectual property rights.

Mayor Gong Zheng clearly stated that during the “15th Five-Year Plan” period, Shanghai will adhere to the direction of intelligence, greening and integration, and accelerate the construction of a modern industrial system with advanced manufacturing as the backbone. Artificial intelligence, green energy, and garbage disposal are on paper. In Shanghai’s “15th Five-Year Plan”, “accelerating the construction of a modern infrastructure system” is a separate chapter for the first time, proposing to build computing power and new energy in advance. The fourth session of the 16th Shanghai Municipal People’s Congress held a special deliberation. The judicial review clearly focused on and emphasized the issues of artificial intelligence and intellectual property protection. Deputies deliberated on the legislative work of the Standing Committee of the National People’s Congress: to achieve fair and democratic well-being and harmonious coexistence with nature on the basis of economic development propositions, legislation around the core competitiveness of cities, and pay close attention to legislation on cutting-edge fields such as artificial intelligence, biomedicine, green and low-carbon, and legislative work on bottlenecks faced in the development of future industries and leading industries. During the two sessions, deputies reviewed the report of Shanghai’s “two courts”: regard science and technology innovation and intellectual property as the city’s judicial focus, and pay close attention to the strict crackdown on key core technology crimes involving emerging industries, leading industries, and future industries.
During the two sessions, the integration of culture and technology was reported, and the entry of NVIDIA founder and CEO Huang Renxun into the Shanghai vegetable market and the speech of the vice minister of the Taiwan League were jointly reported, intimately showing the close integration of the open and inclusive modern cultural spirit of Shanghai in the new era and the open development of science and technology.
