【技术革命性】

人脑的全面解析目前世界均尚无任何管理经验，目前我们基于历史所形成的道德和法律均是基于对行为的认知和对于社会的需求而产生的，也就是我们的标准是针对行为的而不是针对大脑思维的。我们历史对于心的要求其实是一个基于行为和人类思想长时间总结的结果，同时是在行为上予以体现的，不管是书籍还是行为，对于所谓的实时神经数据即便解析完美无缺也是没有任何社会管理标准，是一种对于社会管理的极大威胁，等到基于历史演化形成认知和标准时，早已世界大乱，社会普遍高举的道德大棒将导致偏见、歧视、控制、大规模死亡和战争。因此经济发展尤其是在这种社会潜在伤害的情况下，必须将人类的共同认知的高标准道德使用该技术予以解决才能够抵消社会疑虑和担心，同时在低风险应用的情况下基于监管层时间尽快制定相关管理制度合理发展该技术，那么在全球共同治理的前提下联合国的可持续发展17点目标是最好的人类共同的高标准道德领域，在这方面西方发达国家普遍的认同的道德标准（天主教和基督教）也完全认同，公开提出了“公平发展”建议；社会主义国家共产主义的目标也是与之一致。这在道德领域既具有普遍共识，也具备带领作用的。

【结论】

因此充分考虑该技术的低门槛性和长久历史，脑机接口的不可探测性，互联网无国界性，社会对于人脑认知的陌生性，以及对于人类社会的潜在威胁和未来经济巨大潜力，必须对该技术进行全球共同治理，基于联合国的人类可持续发展目标的应用则是一个很好的平稳治理机会。同时考虑到目前算力尚且昂贵，国际带宽尚且有限，是对于该技术全球共同治理的良好时机和紧迫要求。
