因外交警务原因持续在中国上海及国内产生的神经技术个人侵权导致的公共安全事件持续至今，已经明显影响到了国际社会，暴露出了国际首次前所未有人脑神经技术人工智能公共安全问题以及其对于经济的巨大作用之间的长期辩证矛盾。本人作为受害者也是事件的核心人物，已经在其五年社会任性无门槛不负责任匿名无法证实的社会攻击和质疑中，承担了政府信仰、执政党信仰、信仰包容、意识形态和谐、文化道德和谐、公平和平发展的国内和国际社会责任。
但由于本人个人能力和资源的有限，只能采用自我与携带家属的主动限制人身自由的居家隔离生活，控制该技术社会风险等待尽快司法解决和政府的统一治理。不幸的是常年围绕本人居家生活及外出随身的强制性神经技术广播和强制性对话，导致了最小化社会风险的围绕本人家庭生活和个人生活产生的社会公共安全问题。由于本人历史上常年与基督教和美国等西方学术界和社会的友好接触，和目前妻子的基督教大陆身份，本人在2024年在研究神经伦理近两年后产生整体安全经济伦理解决方案后，在其已经私下曝光技术情况数年后被迫公开本人神经技术受害细节，同时以信仰包容公平和平为基础提出了安全框架下的经济伦理解决方案，力推至今。期间，因为对于2021年12月具备中美两国官方答复非本人事件中美脑控进行的社会辟谣，与美方产生了友好接触，但其中两人Noble Bible和Noble Preal因公开长期支持本人研究导致了神经技术误导的对于本人本人家庭及其社会攻击伤害。本人始终无法充分说服相关社会给予理解，期间本人多次公开声明相关神经技术事件因个人能力仅限于中美两国。
但考虑到社会思想的复杂性，为进一步规避重大社会矛盾，本人在2025年1月10日就美国总统特朗普对于上任后解决俄乌战争的公开表态进行了千岛湖无人荒岛生存至今，期间由于经费原因导致自购橡皮艇无法航行，在荒滩露营至今。期间仍然存在少量神经技术广播干扰，包括本人车内不明安装（已经报警多次）声音。本人目前引起了诸多社会影响，其中主要因主动居家隔离产生的家庭生活曝光道德矛盾产生的社会影响，先就此对于社会解释如下：
1）本人及家庭为神经技术受害者，通过主动限制人身自由的居家隔离生活的主动牺牲和贡献至今，包括了以家庭生活矛盾换取社会矛盾的重大代价。
2）在法律没有限制本人人身自由的五年，本人随时可以通过任何的国际和国内重大公开活动产生爆炸性的合法影响，包括对于公共广播系统的黑客安全攻击，但本人均已进行有效控制。
3）本人所有行为包括涉外行为均已在警方报备受到合法监控，社会不应过于议论和担心。
4）本人所有目的均以公开，而且能够经得住民主监督，但由于非法干扰一直导致进展艰难。
5）本人与侵权神经技术之间关系一直为司法追责关系，但考虑到其对于社会伤害能力的重大性，本人一直采用了不激化社会情绪对其进行合法谈判请其受控办法。
6）按照警方的能力和公共安全问题，以及相关技术参数，本人始终认为该侵权神经技术方位于国外属于外交警务问题，但服务器不可能位于美洲，欧洲，大洋洲，非洲，且具备公开政府态度后不可能为美国，英国和欧盟。
7）对于持续发酵本人本人家庭问题，本人以公职党员态度已经妻女已经在2023年单独搬出租住，本人与妻女已经处于受害情况下分居情况，夫妻感情和父女感情必然生疏。之后居家与父母半分离居住且受到不停神经技术对话伤害，必然与父母感情疏远。至目前，数十年积累的本人家庭感情危机重重。且不断出现社会相互非法报复信息，社会责任巨大。
8）对于外部到来的个人感情，本人从学术角度，国内外社会责任角度，在没有获取隐私保护的情况下一直坚持不予任何提及，更无法处理。尤其是不明真实情况的不合法神经技术对话，就此类问题本人早已有三个世界的理论研究作为本人行为的公开声明。
9）就目前被动的产生的国内外社会责任，本人在2024年独创性基于联合国人权和可持续发展，中国科技向善，天主教的公平发展的伦理主张，提出了人脑神经技术人工智能可持续发展安全经济解决方案，力求从整体上解决所有的以对本人侵权为核心的社会问题。力求通过治沙，开发海洋，垃圾处理等重大环境气候和人类生存问题的自动化治理，创造出目前经济未有的巨大市场，保证第五次工业技术革命，妥善解决中美高科技竞争，世界资源战争等问题，以及在此基础上的一切围绕本人多产生的社会道德争议。
10）关于俄乌战争对于本人相关侵权和研究的影响，首先为居家被动接受长期的社会干扰重要因素和借口，其次是推进中国高科技与美合作进行神经技术人工智能国家间治沙治海合作的重要基础，解决台海危机的重要基础。因此就多方共同期待的和平做出微不足道露营的贡献和表态，实属必要。
11) 研究目的是确保世界和平，信仰包容，确保实质民主制度，以及共享科技经济发展，确保亚太稳定繁荣和世界和平共处的良好目的。
12）希望国际社会对于衍生神经技术受害者Noble Bible和Noble Preal给予人道主义的理解关怀和支持。

The public security incidents caused by personal infringement of neurotechnology in Shanghai and China due to diplomatic police reasons have continued to this day, and have significantly affected the international community, exposing the long-term dialectical contradiction between the unprecedented public security issues of human brain neurotechnology artificial intelligence and its huge role in the economy. As a victim and the core figure of the incident, I have assumed the domestic and international social responsibilities of government belief, ruling party belief, belief tolerance, ideological harmony, cultural and moral harmony, and fair and peaceful development in the five years of social willfulness, irresponsibility, anonymity and unverifiable social attacks and doubts.However, due to my limited personal ability and resources, I can only adopt the active restriction of personal freedom of myself and my family members to live in isolation at home, control the social risks of this technology and wait for judicial resolution and unified governance by the government as soon as possible. Unfortunately, the compulsory neurotechnology broadcasts and compulsory dialogues around my home life and going out have led to social public security issues around my family life and personal life that minimize social risks. Due to my long-term friendly contact with Christianity and Western academic circles such as the United States, and my current wife’s mainland Christian identity, I was forced to disclose the details of my neurotechnology victimization in 2024 after nearly two years of studying neuroethics. After the technical situation had been exposed privately for several years, I proposed an economic ethics solution under the security framework based on faith tolerance, fairness and peace, and have been pushing it to this day. During this period, because of the social rumor-busting of brain control in China and the United States in December 2021, which was not my official response from China and the United States, I had friendly contact with the United States, but two of them, Noble Bible and Noble Preal, publicly supported my research for a long time, which led to the misleading of neurotechnology and the attack and harm to my family and society. I have never been able to fully convince the relevant society to understand. During this period, I have repeatedly publicly stated that the relevant neurotechnology incidents are limited to China and the United States due to my personal ability. However, considering the complexity of social thought, in order to further avoid major social contradictions, on January 10, 2025, I made a public statement on US President Trump’s public statement on resolving the Russian-Ukrainian war after taking office. I have been living on an uninhabited desert island in Qiandao Lake until now. During this period, due to funding reasons, the rubber boat I bought could not sail, and I have been camping on the deserted beach until now. During this period, there was still a small amount of neural technology broadcast interference, including the sound of unknown installation in my car (the alarm has been called many times). I have caused many social impacts at present, mainly due to the social impact caused by the exposure of moral contradictions in my family life caused by active home isolation. First, I will explain this to the society as follows:
1) I and my family are victims of neurotechnology. We have made sacrifices and contributions to the quarantined life with the voluntary restriction of personal freedom, including the heavy price of exchanging family life conflicts for social conflicts.
2) In the five years when the law did not restrict my personal freedom, I could have explosive legal influences at any time through any major international and domestic public activities, including hacker security attacks on public broadcasting systems, but I have effectively controlled them.
3) All my actions, including those involving foreign countries, have been legally monitored in police reports, and the society should not discuss or worry too much.
4) All my purposes are public and can withstand democratic supervision, but due to illegal interference, progress has been difficult.
5) The relationship between me and the infringing neurotechnology has always been a judicial accountability relationship, but considering the significance of its ability to harm society, I have always adopted a method of legal negotiation without intensifying social emotions and asking it to be controlled.
6) According to the police’s capabilities and public security issues, as well as relevant technical parameters, I have always believed that the infringing neurotechnology is located abroad and is a diplomatic police issue, but the server cannot be located in America, Europe, Oceania, Africa, and after having a public government attitude, it cannot be the United States, the United Kingdom, and the European Union.
7) Regarding the continued fermentation of my family problems, I have already moved out to rent a house alone in 2023 as a public official. My wife and daughter and I have been separated in a victimized situation, and the relationship between husband and wife and father and daughter must be alienated. After that, I lived semi-separated from my parents at home and was hurt by the constant neurotechnology dialogue, which inevitably alienated my feelings from my parents. So far, my family relationship accumulated over decades has been in crisis. And there are constant social mutual illegal retaliation information, and the social responsibility is huge.
8) For personal feelings coming from outside, from an academic perspective and from the perspective of domestic and foreign social responsibilities, I have always insisted on not mentioning anything without obtaining privacy protection, let alone dealing with it. Especially for illegal neurotechnology dialogues that do not know the true situation, I have already had three worlds of theoretical research on such issues as a public statement of my behavior.
9) Regarding the passive social responsibilities at home and abroad, I have proposed a sustainable development security and economic solution for human brain neural technology artificial intelligence in 2024 based on the ethical propositions of the United Nations human rights and sustainable development, China’s science and technology for good, and the fair development of Catholicism, and strive to solve all social problems with infringement on me as a whole. Strive to create a huge market that is not available in the current economy through the automated management of major environmental climate and human survival issues such as sand control, ocean development, and garbage disposal, ensure the fifth industrial technological revolution, properly solve the problems of Sino-US high-tech competition, world resource war, and all social and moral disputes surrounding me on this basis.
10) Regarding the impact of the Russian-Ukrainian war on my related infringement and research, first of all, it is an important factor and excuse for passively accepting long-term social interference at home, and secondly, it is an important basis for promoting cooperation between China’s high-tech and the United States in the field of neural technology artificial intelligence and sand control and sea control among countries, and an important basis for solving the Taiwan Strait crisis. Therefore, it is necessary to make a small contribution and statement to the peace that many parties expect.
11) The purpose of the research is to ensure world peace, religious tolerance, substantive democratic system, and shared technological and economic development, and to ensure the stability and prosperity of the Asia-Pacific region and the peaceful coexistence of the world.
12) We hope that the international community will give humanitarian understanding, care and support to the victims of derivative neurotechnology, Noble Bible and Noble Preal.
