前言：针对2026年1月24日新发现的第二台直接伤害控制型而非公共安全防卫型的雷达脑机接口的出现，实际用于神经技术公共肇事事件中剥夺受害人机会从而出现非当事人意愿的将相关机会转移至无公开态度的第三方国家，从而产生严重的非个人能够控制的巨大机会利益转移，从而产生严重的间谍嫌疑。本人认为需要考虑传统安全技术对于雷达脑机接口犯罪的控制，尤其是公共肇事以及公共肇事期间间谍机会窃取的预防，乃至更严重的直接安全危机。同时保证国家平稳安全获取科技革命的经济宏利。
为此，本人认为如果国家无能力短期在国土内禁用一切1000HZ雷达的研发生产销售和使用的话，当前需要谨慎发展一种防卫型雷达脑机接口，同时借助这种技术的发展来刺激机器人普及前的神经技术人工智能。而这种谨慎防卫型雷达脑机接口不应对于宗教信仰产生威胁，为此在本人提供的该种雷达脑机接口司法使用建议中，对于意识中关键词（“脑机接口”，“雷达脑机接口”等）扫描的使用没有具体提出。如果对于意识中的特定关键词而非全部意识，进行雷达式不间断扫描，可以杜绝国土防卫方面的雷达脑机接口犯罪。

To this end, I believe that if the state is unable to ban the R&D, production, sales and use of all 1000HZ radars in the country in the short term, it is necessary to carefully develop a defensive radar brain-computer interface, and at the same time use the development of this technology to stimulate the neurotechnology artificial intelligence before the popularization of robots. For this reason, in the judicial use suggestions for this kind of radar brain-computer interface, the use of keywords (“brain-computer interface”, “radar-brain-computer interface”, etc.) scanning in consciousness is not specifically proposed. If radar-style continuous scanning is carried out for specific keywords in consciousness rather than all consciousness, radar-brain-computer interface crimes in homeland defense can be eliminated.

摘要，本文以提纲形式对于因为近期的相关政治外交环境的变化，针对肇事神经技术世界民主法制应对有矛无盾，而且借助互联网突破国界。各国在国际协同警务的同时，更应着眼于应对既存的肇事技术引起的安全案件，同时尽快从民主法制角度分步骤根本解决该问题。同时，针对本人之前提出的神经技术社会应用没有有效治理方案以及国际普遍担心的独裁统治问题，本人提出了对于此种姑息治理办法的几个需要注意的原则，同时在国内彻底控制雷达脑机接口后，再进一步重新对于神经数据的捕获储存使用进行进一步法制化控制研究。

Abstract: This paper provides an outline for the recent changes in the relevant political and diplomatic environment, the response to the world’s democracy and legal system of neurotechnology, and the use of the Internet to break through national borders. While coordinating policing internationally, all countries should focus on dealing with security cases caused by existing accident technology, and at the same time solve the problem step by step from the perspective of democracy and legal system as soon as possible. At the same time, in view of the lack of effective governance plan for the social application of neurotechnology and the international concern about dictatorship, I put forward several principles that need attention to this kind of palliative governance method.
